I came across this photo on Flickr, uploaded from the Scurlock Collection, Smithsonian Institution, National Museum of American History, entitled "Aftermath, Riots (Civil Disturbances), 1968, 9th and U Streets NW, Scurlock Studios."
This photo was likely taken from the Scurlock Studio (which will soon house Nellie's Sports Bar) during the 1968 riots. You can see the building that now houses the Project 4 Gallery in the background.
